A disaster prevention priority pond is a pond that poses a risk of human damage due to the presence of houses and public facilities in the inundation area in the event of a breach. In response to the heavy rains in western Japan that occurred in July 2018, the Ministry of Agriculture, Forestry and Fisheries presented new selection criteria for disaster prevention priority ponds in November of the same year, leading to the re-selection of 63,722 disaster prevention priority ponds nationwide, coordinated by prefectures and municipalities (as of the end of May 2019). In light of this, municipalities responsible for regional disaster prevention are required to establish monitoring systems using water level gauges and other means to facilitate rapid situation assessment and evacuation actions during emergencies.
